thibaud-leclere 87f7092c7e chore: add Makefile and Forgejo release workflow

Builds go to ./build/ (gitignored). Workflow triggers on v* tags and
uploads the linux/amd64 binary, mcp.toml, and sha256 checksum to a
Forgejo release.
